A look at the APA (allowance for loss of autonomy) three years on

At the end of 2004, 865,000 elderly people aged 60 and over were receiving the APA, of whom nearly 60% were living at home. In 92% of cases, the APA is reserved for carers who help claimants with the essential aspects of everyday life. The amount of APA, less commonly used for technological aids or housing adaptation, is considered to be insufficient for the needs of one in two claimants. The mobilisation of professionals has not significantly reduced the help from family members, which, in seven out of ten cases, falls to just one person.
