Economic governance and economic and social performance

Start date: 01/09/2019 – End date: 28/02/2021

The aim is to develop a social economy satellite account for France. Firstly, the field of application of the social economy needs to be precisely defined. Then, the social economy account will be broken down by institutional sector, economic entities and business sector. Furthermore, estimates will be developed for voluntary work.

Enhancing regional estimation and precision framework of the EU-SILC survey French component

Start date: 01/01/2019 – End date: 31/03/2021

This project aims to develop regional poverty estimators based on the SILC (Statistics on Income and Living Conditions) survey, the use of estimation methods based on small area methods in the SILC survey, and expressions of variance associated with the new structure of the survey.

Globalisation - Multinational Enterprises, profiling and EuroGroup Register for better Business Statistics

Start date: 01/12/2019 – End date: 31/12/2020

This project is part of the Ouvrir dans un nouvel ongletESBRs:

  • in the area of European profiling, INSEE has committed to drawing up 23 profiles for reference year 2019 (three of which as primary profiler) and to establishing “good practices” for selecting the groups and collaborating with users;
  • • INSEE is also working on the consistency between the national and European business registers and the statistics on foreign affiliates (FATS).

Support for implementation of profiling activities in the Member states

Start date: 01/01/2019 – End date: 31/12/2019

The aim is to implement European profiling and to improve the quality of the global frames of the Ouvrir dans un nouvel ongletEGR for its future use as a pivot for the Ouvrir dans un nouvel ongletFATS, by better meeting their needs in terms of timeliness and accuracy and by strengthening their collaboration with the national registers of industrial and commercial activities.

Price statistics – Activity 1: new methodologies for HICP

Start date: 03/12/2018 – End date: 02/10/2020

The objective is to develop and improve the methodologies and practical solutions for collecting HICP (Harmonised Index of Consumer Prices) data and establish an HICP that is compatible with the current European legal framework and best practices.

Setting up production processes for new indices of services production and trade and quality improvement of STS statistics

Start date: 01/12/2018 – End date: 30/11/2020

The aim of the Nosica project is to use new data sources as a replacement for the Emagsa survey and in addition to the VAT source, so as to produce early turnover indexes in the trade and services sectors. The first sources studied are scanner data from food retail, already used when calculating the consumer price index (CPI), and bank card payment data in collaboration with the French national interbank network, Groupement des Cartes Bancaires. In addition to the improvement in the indices, INSEE and the companies would also see their workload reduced through the discontinuation of the Emagsa survey.
The statistical experimentation conducted as part of the European grant showed the relevance of these data in calculating early activity indicators and concluded with the submission of the methodological report in November 2020 and the technical and financial report in January 2021.
Work is now under way to introduce these sources into the monthly turnover index production process.

Implementation of Business architecture for ESS validation

Start date: 01/10/2018 – End date: 30/09/2019

The Eurostat Validation project (a Vision 2020 project) aims to improve the quality of the data transmitted. It therefore seeks to reduce the number of corrections after sending, which are very time and resource intensive. It focuses on validating the compliance of the structure of the SDMX files produced at INSEE and involves the testing of two validation scenarios. One is a web service connection to a validation service hosted by Eurostat: Struval (for Structural Validation). The other is the installation of the Struval module, replicated across the INSEE infrastructure.

Start date: 01/04/2018 – End date: 31/03/2020

This project aims to build a new definition of cities and to collect data at the two levels required under the Urban Audit (cities and functional urban areas) so as to provide political decision-makers with more relevant and suitable data.

Interoperability pilots – Steps towards Implementing the European System of Interoperable Statistical Business Registers (ESBRs)

The primary objectives of the project are to improve the compatibility and quality of information for the largest multinational enterprise groups in Europe (and their constituent statistical units), the national statistical business registers and the Eurostat EuroGroups Register. The aim is to provide a suitable statistical framework for producing business statistics that are applicable and compatible at national and European level.

Steps towards implementing the definition of statistical units for business statistics and profiling in the framework of the ESS.VIP ESBRs project

The action seeks to improve the quality of information on the largest multinational groups and their constituent statistical units in the national statistical business register and the EuroGroups Register.
