This survey is consistent with regulation n°808/2004 adopted on 21 April 2004 by the European Parliament and Council of Ministers concerning the implementation of the eEurope 2005 action plan dedicated to ICTs.
The eEurope 2005 Action Plan is the instrument that encourages the use of ICTs, in particular with a view to increasing the use of e-services in the interaction between governments and citizens.
