Law n ° 2016-1048 of August 1, 2016 reviews the procedures for registration on the electoral lists. It created the SER and entrusted its management to INSEE, established the principle of continuous updating of the electoral lists under the responsibility of the mayor and reduced the registration deadline to six weeks before an election.

Decree No. 2018-343 of May 9, 2018 specifies the terms of application of the law.

INSEE manages the register in collaboration with the municipalities. INSEE ensures the identity of voters in relation to the RNIPP and the uniqueness of their registration on the electoral lists. INSEE integrates into the SER the automatic registrations and removal provided for by law: registration of young people at their majority and persons acquiring French nationality, removal of persons who have died or have lost their voting rights. The municipalities are in charge of voluntary registration applications and removals for loss of municipal attachment as well as updating information other than identity data (address, polling station, etc.).
