The French data are taken from the statistics on income and living conditions (SILC): the majority of the data are taken from the SILC survey. The amounts for income and social security benefits are then obtained by matching with administrative data (taken from tax and social security sources).

The survey was conducted between February and April 2021.

The survey is conducted each year face-to-face from February to April (11 week) using computer assisted personal inter-aided method. SRCV is a panel survey.

The same sample of households and individuals is surveyed in four consecutive years.

Thus, each year, a new sample of approximately 8,000 address records is added to the panel; a sample of households known as "outgoing" then leaves the panel.

The survey concerns the entire household: the household questionnaire covers all its members. However, only persons aged 16 or over on 1 January of the year of the survey must answer an individual questionnaire. Information on children under 16 years of age is collected in the household questionnaire.

In 2021, due to the health situation, the decision was made to conduct the interviews entirely by telephone (CATI). However, locating addresses in the field was still allowed.

Data collection period

The collection of the SILC 2021 survey took place in metropolitan France from 1 February to 17 April 2021. Restrictive measures had been adopted in France during this period due to COVID-19:

  • 1 February - 19 March: curfew at 6pm

  • 19 March - 31 March: curfew at 7pm. Lockdown of 16 departments.

  • 1 April - 17 April: lockdown throughout France (travel limited to a radius of 10 km).

Sample size

The sample size of the SRCV survey is approximately 14,000 respondent households in France, i.e. 25,000 individuals over the age of 16

Data validation

The format of the data is verified and validated through the check programs provided by Eurostat.

Data compilation

In 2020, the FR-SILC survey was redesigned, in order to comply with the IESS regulation.

The whole statistical processing and editing chain has been rewritten (from SAS to R). The new weighting and imputation procedures are described.
