Sampling method
The sample of dwellings surveyed (main residences in ordinary dwelling) is drawn from the Fideli database for metropolitan France, from the annual census surveys for overseas departments except Mayotte and from the cartographic database for Mayotte. Within each household surveyed, a single individual is randomly selected to answer the main survey questionnaire.
The sample design of the FLV survey is subject to constraints imposed by European regulations for the "training" part. Annex II of European Regulation 2019/1700 indeed defines precision requirements, which for the FLV survey relate to two indicators calculated at the level of the whole of France:
• the rate of participation in formal training of people aged 18-24;
• the rate of participation in non-formal training of people aged 25-69.
In addition to these European constraints, there are requests for over-representation concerning unemployed people as well as people residing in priority neighborhoods for city policies.
A target of 1,000 respondents for each of these categories was selected.

30,000 households: 20,000 in metropolitan France and 2,000 per overseas department
