The scope of the survey covered only ordinary dwellings, including sheltered accommodation for the aged, excluding collective dwellings such as hostels, boarding schools or barracks, and mobile homes.
The 2013 questionnaire involved close collaboration between researchers, partners and actors in the world of housing (the Ministry of Ecology, the French National Housing Agency, The Caisse des dépôts group, the Centrefor Economic Studies and Research on Energy, the national social security office, the Directorate for Research, Studies, Evaluation and Statistics, the National Observatory of Poverty and Social Exclusion, the Secretary-Generalship of the InterMinisterial Committee to the Town).
In 2013, the survey was enriched with questions about the quality of use of the housing, the electrical heating appliances, the occupancy status of each individual living in the housing.
