The sample is selected by a simple random process, based solely on a person's date of birth, in line with the amended decree of May 23rd 1984.

The sample corresponds broadly to a survey of 1% of the population (4 dates of birth in the year). A decree of December 21st 2006 authorised a quadrupling of the sample size (16 dates of birth).
