- The National Council for Statistical Information (CNIS) contributes to the establishment of the official statistics program for the following year. In particular, it examines the relevance of new projects proposed by INSEE with regard to user needs, whether it be a survey, a census, a panel or the use of administrative files. The work focuses on the purpose of the project, its place in the information system and the means of dissemination envisaged. Each operation must meet a need in the general interest and not duplicate existing sources of information. At the end of this examination, the Cnis can issue an advisability notice.
- Once the notice of opportunity has been issued, the Official Statistics Label Committee ensures that the operation meets the statistical quality criteria. Thus, as part of a survey project, it analyzes the collection and sampling method (sampling plan, method of data adjustment, processing of non-responses guaranteeing the reliability of the results, etc.), the relevance of the questioning and the adaptation of the distribution to the stated objectives. He also ensures that the investigation does not place an excessive burden on the respondents, that consultation has been carried out with the partners concerned and that the wishes expressed by the CNIS during the opportunity debate have been taken into account. account. Following this examination, the Label Committee can issue a notice of compliance.

After examination and opinion of the CNIS and the Label Committee, decrees published annually set the program of statistical surveys and give them a character obligatory.
