Even though the TeO survey aims to study immigrants and their descendants most particularly, the survey sample is designed to represent the whole of the population residing on the metropolitan territory.

The survey methods and the numbers selected aim to obtain a numerical representation sufficient to conduct comparative analyses.

The survey focuses on five sub-groups of people residing in Metropolitan France in ordinary housing:
- 8,500 immigrants aged from 18 to 60;
- 8,100 descendants of immigrants born in Metropolitan France aged from 18 to 50;
- 700 people born in overseas departments aged from 18 to 60;
- 650 people born in Metropolitan France with at least one parent who was born in an overseas department aged from 18 to 50;
- 3,800 people not belonging to any of the four previous groups, who are selected in a so-called "control" or "reference population" sample, aged from 18 to 60.
