The survey was conducted among people who attended an accommodation or free catering site at least once during the period between 15 January and 12 February 2001.

A person is described as "homeless" on a given day if, on the previous night, he or she used an accommodation service or slept in a place not intended for habitation (street or makeshift shelter).
