The following types of enterprises are selected on the basis of the previous year's register:

- Directly controlled by the French State (>50%);

- Whose workforce exceeded 19 employees during in the previous year;

- With at least one subsidiary or one participation in the previous year;

- Acting as head of a public group during the previous year. For example, approximately 760 enterprises were surveyed during 2015.
