Définition
The State Civil Service includes ministries and national public administrative establishments (EPA) such as Pôle emploi, the Crous, the CNRS and universities (Act No. 84-16 of 11 January 1984 constituting Title II of the general statute), with the exception of national social security EPAs whose normal recruitment status is private law (in particular the Caisse nationale d'assurance maladie des travailleurs salariés, Cnam-TS). The number of civil servants in the State civil service includes all the staff working in these bodies, whether civil servants or not.
