The 4 Phases of the 2021 Review

The third peer review takes place in 4 stages:

1- The self-assessment: INSEE and the 3 Ministerial Statistical Offices being audited filled-in a self-assessment questionnaire based on the principles of the European Statistics Code of Practice.
In INSEE’s case, the questionnaire relates to its compliance with each of the Code’s 84 indicators. It is supplemented by: additional questions, which look for forward-looking/ innovative practices for each entire principle, for a broader view on the principle and for inspirations for a possible revision of the ES Code of Practice; analysis of strengths, weaknesses, opportunities and threats (SWOT analysis) with regard to each principle; questions regarding the progress made over the last five years and proposals for enhancing the ESS partnership in the three main areas of the Code (environment, process, products), as well as questions regarding the impact of the Covid-19 crisis.
For the Ministerial Statistical Offices, the questionnaire relates to their compliance with the 16 principles of the Code of Practice; analysis of strengths, weaknesses, opportunities and threats (SWOT analysis) in connection with the 3 areas, and a general question regarding the progress made over the last 5 years.

2- The peer review visit: a group of four peers met with the national statistical authorities. The visit took place in France from 28 June to 2 July 2021. Representatives from the INSEE and MSO directorates participated in the discussions, which also included users, data providers and the media, among others. The peers also met with representatives from the Official Statistics Authority (ASP), the National Council for Statistical Information (CNIS), the Label Committee and the Statistical Confidentiality Committee. These meetings with the peers allowed the peer review expert team to explore compliance with the ES CoP in detail and to identify examples of good/innovative/forward-looking practices.

3- The peer review report: after their visit, the peers wrote a report including an overview of the situation, together with recommendations as to how compliance with the principles of the Code of Practice could be improved. This report can be found at the following link.

4- The action plan: after publication of this report, Insee and the Ministerial Statistical Offices (including those that do not produce European statistics) are defining the relevant improvement actions and their implementation schedule. The action plan 2022-2027 can be found at the following link.
