graphiqueExpected activity in new dwelling and in maintenance and improvement
The opinion on order books has deteriorated
In September 2024, the balance of opinion regarding the level of building construction managers' order books has dropped: below its long term average, it has reached a level unprecedented since June 2020.
Given their staff size, building contractors have estimated that their order books provide them with 8.1 months of work, a duration that has remained virtually stable since June.
Demand difficulties have strengthened again
As many business managers as in the previous month have reported facing obstacles that limit their production: at 60%, this share has maintained below its long term average. However, companies are once again more numerous in facing an insufficient demand: at 34%, this share has kept on growing, reaching an unprecedented level since December 2020, remaining above its long term average. At 31%, the proportion of business managers who declare being constrained by a workforce shortage has remained stable, standing slightly above its long term average.
In September 2024, 40% of companies have reported being at the limit of their production capacity (production bottlenecks), that is to say that they would not be able to produce more with their current means even if they were to receive more orders. This share has diminished but still remains clearly above its long term average (34%).
The production capacity utilisation rate has remained almost stable: at 89.9%, it has reached its lowest level since December 2020, but still stands above its long term average (89.0%).
The balance of opinion on the expected prices has rebounded very slightly
In September 2024, the balance of opinion on the expected prices has rebounded very slightly, above its long term average.

For further information
For questions with three possible answers, a balance of opinion is calculated as the difference between the percentage of “above the normal” or “increase” responses and the percentage of “below the normal” or “decrease” responses.
The responses to this survey were collected between 28 August and 17 September 2024; most companies answer during the first two weeks of collection.
All the balances of opinion from this survey are included in this publication and are available in the complementary chronological series published online.
This survey is part of the Joint Harmonised European Programme of Business and Consumer Surveys, partly funded by the European Commission.
Additional information (simplified and detailed methodology, nomenclature, etc.) are available on the “Documentation” tab of the web page of this publication.
