In December 2023, the number of business births for all types of enterprises declined month on month (‑1.6% after +0.6% in November, seasonally and working-day adjusted), due to a sharp decrease in conventional business births (‑4.1% after +1.5%). Conversely, micro-entrepreneurs' registrations were stable (after +0.2% in November).

The raw number of business births in 2023 decreased by 1.0% compared to 2022, but remained at a high level, with over one million businesses created over the year.

The variations in business births recorded since the beginning of 2023 should be interpreted with great caution. Since 1st January 2023, formalities for registering a business must be carried out on the electronic “one-stop shop” for business formalities. This major change weakened the monthly monitoring of business births in 2023, in particular due to a change in the registration delays in the SIRENE business register. However, the effect of this change on the measurement of the amount of business births in 2023 is limited overall. Further information about this change is available on the Documentation tab of the on-line version of this publication.

Fall in business births over a month

In December 2023, seasonally and working-day adjusted, business births fell back sharply in construction (‑11.6%) after bouncing back markedly in November (+6.2%). Business births fell again in business support activities (‑2.4% after ‑2.3%) and declined sharply in industry (‑8.6% after +8.6%). Conversely, they rebounded sharply in information and communication (+15.3% after ‑10.9%) and recovered also in transportation and storage (+4.6% after ‑5.6%).

Slight year-on-year increase in business births in Q4 2023

The raw number of business set up in Q4 2023 increased slightly in comparison with Q4 2022 (+0.8%). This increase was due to micro-entrepreneurs’ registrations (+3.7%) and conventional sole proprietorships’ births (+0.5%). Conversely, company births decreased sharply (‑5.3%).

Over this period, transportation and storage activities made the largest positive contribution to the overall increase (+4,600 business births compared to Q4 2022, representing a contribution* of +1.7 points). Within this sector, the rise was due in particular to that in “other postal and courier activities” (+3,100 business births in Q4), which includes in particular home delivery.

* The contribution of a sector to the overall variation is the variation observed in this sector, weighted by the share of this sector in the total number of births.

Slight decline in business births in 2023

The raw number of business births totted up over 2023 fell by 1.0% compared with 2022. With more than one million businesses created in 2023, the level of business births nevertheless remained high. The overall decline is the result of a sharp fall in the numbers of company births (‑7.9%) and of conventional sole proprietorships’ births (‑6.2%). Conversely, micro-entrepreneurs’ registrations increased (+3.1%).

Revisions

With the publication of this issue of Informations Rapides, the temporary adjustments to the calculation of business births implemented following the changes linked with the one-stop shop for business formalities have been ended. Recalculated over 2023 as a whole, the annual level of business births has been revised downwards by around 1%.

The business births data are build from the Business Demography Information System (SIDE) which replaces the Register of Enterprises and Establishments (REE). This information system is itself supplied with data from SIRENE and enriched with elements from the SIRUS statistical register.

The definition of creation adopted by INSEE is based on the concept defined by Eurostat, to harmonize and compare European data. The appearance of a market producer legal unit with no predecessor is considered to be a newly created enterprise by Eurostat. This concept of creation relies on new production resources.

Starting from the data relating to January 2009, the business start-up statistics include applications for start-ups as micro-entrepreneurs. Since this date, sole proprietorships excluding self-managed micro-entrepreneurs are called conventional sole proprietorships and start-ups excluding self-managed micro-entrepreneurs are called conventional businesses.

From the January 2022 publication, business births are calculated according to a revised scheme. This has led to an increase in the level of historic series of business births.

Since this date, sole proprietorships excluding self-managed micro-entrepreneurs are called conventional sole proprietorships and start-ups excluding self-managed micro-entrepreneurs are called conventional businesses.

From the January 2022 publication, business births are calculated according to a revised scheme. This has led to an increase in the level of historic series of business births.
