In 2021, an employee in the local public civil service earned on average 2,039 euros net per month per a full-time equivalent basis; this average included all employees of local authorities all jobs and categories combined, whether or not they were civil servants. This average net wage rose by 1.2% over one year in nominal terms. Adjusted for inflation in 2021 (+1.6% after +0.5%), it decreased in real terms: -0.5%, after +0.8% in 2020.

The average net wage of civil servants, who accounted for 3 out of every 4 civil servants, decreased by 0.3% in real terms; by contrast, the average net wage of non-civil servants rose slightly (+0.2%).

The average net full-time equivalent wage is 1,922 euros per month in the municipalities and 2,243 euros in the French departments. Women earned on average 8.3% less than men, a gap that narrowed slightly over one year (-0.2 points). With identical characteristics, the gap was 4.8%, also down slightly.

For employees working all year round in 2020 and 2021 for the same employer and with the same work quota, i.e. almost two out of three employees in the local public service, the average net wage increased by 0.8% in real terms.
