Insee has exceptionaly revised second quarter 2020 values of the « all employees » index of hourly labour cost (ICHT) on the occasion of the 8 January 2021 release: https://www.insee.fr/en/statistiques/5010732
Building indices, Civil engineering indices and Various indices for Construction are consequently revised. As the labour cost in the index is taken into account with a three months lag, the values are revised for July, August and September 2020, on the occasion of the present release.
The online time series on the insee.fr website have been revised accordingly. In a general way, given the very specific conditions in which the economy operated during the health crisis and the wide variety of situations companies faced during this crisis, it is possible that the index initially selected for the purpose of indexing a contract may reflect less faithfully the variations in costs incurred by the contractors in certain cases. In any event, the choice of an index for the purpose of indexing a contract or the appropriateness of temporarily deviating from the indexation rule provided for in a contract is at the discretion of the contractors. Moreover, from this publication onwards, the weight structure of the index FV "Provision of plants" is being updated. The renovation of this index intends to better take into account the producer cost structure of the business sectors covered. The new detailed weight structure is stated in the notice of French Official Journal referring to the release of the indices for October 2020.
The FV index evolution, calculated from the new weight structure, is chained on its September 2020 value.

Definition
The Construction of buildings indices, Civil engineering indices, the Miscellaneous indices for construction and the index for updating material assets in construction are producer cost indices of different activities in the construction sector, mainly used for escalating contracts.
Calculation method
The Construction of Buildings indices and Civil engineering indices are costs indices of different activities in the construction sector, compiled from six items in an analytical accounting process similar to the “KLEMST” approach used by economists in relation to productivity (where K = capital for “assets”, L = labour, E = energy, M = materials, S = services for “miscellaneous costs”, T = transport). Each item is made up of basic indices issued from public statistics.
Uses
Businesses and local authorities can use these official indices published in the Journal Officiel for construction work bids, by selecting the activity that is closest to the subject of their bid. In contracts signed before the publication of the indices in the Journal Officiel of 16 January 2015 the former series have to be used until September 2014 inclusively, and, since October 2014 inclusively, the stopped series can be extended by multiplying the corresponding series by the connecting coefficient. The result is to be rounded off to one decimal place.
