In 2018, subsidised contracts fall, other public jobs increase
At the end of 2018, 5,6 million employees work in the French public sector, that is 21,800 less over one year (–0,4%), after a year of almost stablility. This decrease is mainly due to a continuing strong decline of subsidised contracts, which drop in all three branches of the civil service.
Excluding subsidised contracts, public sector workforce increase by 38,200 (+0.7%). In fact, subsidised contracts have mainly been replaced by public law contracts which rise by 52,800 (+5.2%). In particular, 33,100 workers previously under subsidised contracts were hired under public law contracts.
Movements to and from the public sector are mostly due to contract workers with short term contracts. Following the trend of 2017, where exits were already higher than enterings, exits grow more rapidly in 2018 than enterings, mainly due to subsidised contracts and civil servants. The situation is reversed for contract workers. Temporary interruptions increase slightly and short term contracts are stable since 2017.
