In 2017, an employee in the state public service earned on average 2,556 euros net per month per full-time equivalent ; this average includes all civilian public employees in ministries and public institutions, whether or not they were civil servants. The average net wage rose by 1.0% in real terms in 2017 (after +0.2% in 2016), returning to its 2011 level. The average net wage of state civil servants increased by 1.2% in 2017, while that of non-civil servants increased more moderately (+0.4%). Wages increased at all levels of the wage scale, but the increase is less marked at the top of the distribution, so that wage disparities have been reduced.

Women's net wages were on average 13.5% lower than men's. With identical characteristics (age, grade, category and status), the gap narrowed to 3.0%.

For employees present throughout both years 2016 and 2017 with the same employer and the same work quota, i.e. almost two out of three employees in the state public service, the average net wage increased by 2.4% in real terms. This includes career advancements and seniority gains of these employees.
