The unemployment rate increased by 0.2 points in Q3 2017 ILO Unemployment and Labour Market-related indicators (Labour Force Survey results) - third quarter 2017

On average in Q3 2017, the average ILO unemployment rate in metropolitan France and the overseas departments (excluding Mayotte) stood at 9.7% of the labour force, after 9,5% in Q2 2017. Over a year, it fell by 0.3 percentage points.

The unemployment rate in France stood at 9.7% of active population in Q3 2017

On average in Q3 2017, the average ILO unemployment rate in metropolitan France and the overseas departments (excluding Mayotte) stood at 9.7% of the labour force, after 9,5% in Q2 2017. Over a year, it fell by 0.3 percentage points.

In metropolitan France, the unemployment rate increased by 0.2 percentage points

In metropolitan France, the number of unemployed increased by 62,000 to 2.7 million people; thus, the unemployment rate increased by 0.2 percentage points quarter on quarter, standing at 9.4% of the labour force. The employment rate decreased by 0.2 percentage points and the activity rate was almost steady. The unemployment rate increased among persons aged 25 to 49 and those aged 50 and over, whereas it decreased for youths.

Among the unemployed, 1.2 million declared that they had been seeking a job for at least one year. The long-term unemployment rate stood at 4.2% of active population in Q3 2017. It rose by 0.2 percentage points q-o-q and was almost stable y-o-y ((0.1 points).

In metropolitan France, among inactive people as defined by the ILO, 1.4 million persons wished to work without being considered as unemployed according to the ILO definition: they made up the halo of unemployment. Their number fell by 59,000 compared to Q2 2017 and by 62,000 over a year.

The employment rate decreased slightly compared to Q2 2017

The employment rate of the population aged 15-64 years stood at 65.1%, decreasing by 0.2 percentage points compared to the Q2 2017 peak. It decreased among those aged 25 to 49 and those aged 50 to 64, and held firm for youths. Over a year, the employment rate increased by 0.5 percentage points.

The full-time equivalent employment rate stood at 60.2% in Q3 2017. It fell by 0.2 percentage points q-o-q, and rose by 0.3 percentage points over a year.

Full-time employment rate stood at 53.2% in Q3 2017. It decreased by 0.1 percentage points compared to the previous quarter, and increased by 0.3 percentage points year on year. Part-time employment rate decreased by 0.1 percentage points, at 11.9%. It rose by 0.2 percentage points compared to Q3 2016. Women more often work part-time (18.2%) than men (5.4%).

Permanent employment rate for people aged 15-64 decreased slightly to 48.8% in Q3 2017. It rose by 0.3 percentage points compared to Q3 2016. Fixed-term and temporary employment rate stood at 7.8%. It fell by 0.1 percentage points compared to Q2 2017 and increased by 0.4 percentage points year on year.

Underemployment barely changed over a year

In Q3 2017, 6.2% of the employed persons were underemployed, which mainly concerns people who have a part-time job and wish to work more. This ratio increased by 0.1 percentage points compared to Q2 2017, and decreased by 0.1 percentage points year on year.

The activity rate was almost steady in Q3 2017

The activity rate of people aged 15-64 stood at 71.9% in Q3 2017, slightly below its Q2 2017 peak (‒0.1 percentage points). It increased by 0.3 percentage points compared to Q3 2016.
