On 31 December 2012, 5.5 million employees worked in the civil service in France. In the space of one year, the overall headcount was up by 0.3 %. The rise was driven by the territorial civil service (+ 1.6%) and the hospital civil service (+ 0.7%), while numbers were down in the State civil service (- 1.0%). Among those employees working in the civil service both at the end of 2011 and the end of 2012, 6% had been geographically mobile in the course of the year. This rate was as high as 11% among teachers and was just 2% in the territorial civil service. In 2012, 0.4% of employees were transferred between different branches of the civil service and 2.4% changed status while occupying a position in the same branch. Among those who changed neither branch nor status, 1.4% changed line-management categories in the course of the year.
