Définition

Poverty in living conditions, or material and social deprivation, as defined by Eurostat in 2017 means a situation of lasting economic hardship defined as the inability to cover (rather than the choice not to cover) a minimal number of 3 expenditure among the 9 in the following list:

  1. Being in arrears with rent, mortgage or water/gas/electricity bills in the last 12 months;
  2. Being able to heat your home;
  3. Be able to meet unexpected expenses;
  4. To be able to consume meat or another source of protein at least every 2 days;
  5. To be able to afford a week's vacation away from the home;
  6. Own a personal car;
  7. Ability to replace damaged furniture;
  8. Being able to buy new clothes to replace damaged ones;
  9. Getting together with friends or family for a drink or a meal at least once a month;
  10. Own at least two pairs of shoes;
  11. Spend a small amount each week for yourself;
  12. Have regular leisure activities;
  13. Have access to the Internet for private use.
