Définition
The population counted apart includes certain people whose primary residence is in a different municipality, but who have maintained a residence in the municipality.
These are:
1. Minors whose family home is in another municipality, but who reside in the municipality in question for the purposes of their studies.
2. Persons aged 25 or over with a family home in the municipality but residing in another municipality for the purpose of their studies;
3. Persons with a family home in the municipality under consideration, who reside in a community in a different municipality, as long as that community falls into one of the following categories:
- medium or long-stay departments in public or private medical institutions, medium or long-stay social institutions, retirement homes, hostels and social housing;
- religious communities;
- barracks or other military establishments.
Remarque
This concept differs slightly from that in force at the time of the 1999 census: Population counted apart (1999 population census). The principal changes relate to:
- Students aged 25 or over living in the halls of residence of an educational establishment of an educational establishment located in the municipality but having their family home in a different municipality: they are now counted in the population counted apart of the municipality where they have their family home; in 1999 they were included in the population counted apart of the municipality where they studied.
- Military personnel housed in a military establishment (barracks, quarters, base, military camp etc.) located in a municipality, but with a personal residence in another municipality: they are now included in the population counted apart of the municipality of their personal residence. In 1999 they were included in the population counted apart of the municipality which contained their military establishment.
- Persons held in a penal institution in a municipality: they are no longer included in the municipality’s population counted apart; they are included in the municipality’s municipal population.
- Pupils or students under the age of 18 who have their family residence in the municipality but who are housed in university halls (or other form of student accommodation) located in another municipality: they are now accounted for in the population counted apart of the municipality in which they study. In 1999 they were included in the population counted apart of the municipality of their family home.
- Pupils or students aged 25 or over, with their family home in one municipality, but residing in another for the purpose of their studies: they are no longer included in the population counted apart of the municipality containing their family home, as they were in 1999.
The concept of a separate counted population is defined by Decree No. 2003-485 of 5 June 2003 on the population census.Decree No. 2019-1302 of 5 December 2019 changed the composition of the population counted separately.
