Définition

The Law defining and authorising all the resources and charges of the State for each calendar year.

The Draft Budget Law (PLF) must be passed before the beginning of the year to which it refers, and comprises two distinct parts :

  • In the first part, it authorises the collection of public resources and includes the ways and means to ensure financial balance. This part ends with the article on balance ;
  • In the second part, it sets the annex budgets and special accounts for the General Budget, the amount of credits for programmes or allocations, commitment authorisations (CA) and payment appropriations (PA), specifying where applicable the limit of their staff expenditure.
