Définition
The unemployment halo is made up of unemployed people who are either looking for work but are not available to work within two weeks, or who have not actively looked for work in the previous month but would like to work, whether or not they are available.
The halo therefore includes people who are inactive as defined by the ILO (neither employed nor unemployed), but who are close to the labour market.
