Définition
A foreigner is a person who resides in France and does not have French nationality, either because he has another nationality (exclusively), or because he does not have one at all (case of stateless persons). People of French nationality who have another nationality (or more) are considered in France as French. A foreigner is not necessarily an immigrant, he can be born in France (chldren with both parents foreigners).
Remarque
Unlike that of immigrant, the quality of foreigner does not always last throughout life: one can, provided that the legislation in force allows it, become French by acquisition.
