Public intercommunal cooperation establishments (EPCI) are administrative groups in which municipalities share powers.
They are subject to common, homogenous rules that are comparable to those of local authorities. Urban Communities, Conurbation Communities, Communities of Municipalities, New Township Syndicates, Voluntary Municipal Consortiums and Mixed Syndicates are all such public inter-municipal cooperation establishments (EPCI).
