Définition
A dwelling is considered to have been started (or put under construction) after reception of the declaration of opening of the construction site sent by the petitioner (or project owner).
A building site is considered to be open when the excavations in gully or the foundations are undertaken for part or all of the authorised constructions.
Remarque
The excavation means digging the earth to allow the construction of the foundations on the site of the building.
